A criminal complaint filed in Richmond courts showed Richmond Police Sergeant Anthony Papaleo became aggressive and yelled racial slurs at parking attendant, and former law enforcement officer, Wayne Spencer after Spencer would not open the garage gate around 2:00 a.m. on Sunday, Feb. 19.
According to the complaint, Spencer said he would not open the gate because Papaleo did not have a parking validation card.
Spencer said Papaleo got out of his car, grabbed him with both hands in the chest.
In a press release, Richmond Police spokesman Gene Lepley wrote Sgt. Papaleo was off-duty at the time of the incident. He said 17-year veteran of the Richmond Police Department has been placed on non-work status and the Department will conduct an internal administrative investigation into the incident.
One day after Spencer filed his complaint, Sergeant Papaleo filed a complaint of his own.
